    Job Description
    Port Corpus Christi Authority (PCCA) is currently seeking an energetic individual to assist with the long-term strategic mission of the PCCA relative to environmental compliance.  The qualified individual will join a team of professionals dedicated to leading and managing PCCA’s environmental initiatives. 
    • Monitors and ensures compliance with applicable environmental regulatory requirements (federal, state and local) for PCCA facilities and properties; assists with development and implementation of needed environmental management programs
    • Conducts routine field inspections and compliance audits of PCCA facilities, properties, and tenant facilities as necessary for ensuring environmental compliance and maintains appropriate documentation of such inspections
    • Implements applicable federal, state, and local agency requirements concerning environmental compliance for PCCA and tenant operations on PCCA property
    • Conducts research into federal, state, and local environmental requirements as it pertains to existing PCCA facilities, properties, and tenant facilities to make an applicability determination and/or develop appropriate programs and procedures for compliance purposes
    • Reviews and/or develops site assessment plans and reports, advises on contamination and remediation plans, and makes recommendations on compliance with Port policies relative to Texas Risk Reduction Program standards, Texas Railroad Commission spill clean up programs, and appropriate EPA clean-up standards
    • Reviews and provides comment on pre-dredge sampling and analysis plans, and associated reports prepared for the PCCA
    • Collects and interprets technical/analytical data, researches environmental issues with respect to regulatory criteria, and prepares documentation for appropriate distribution (internal and external)
    • Promotes PCCA interests during spill response efforts ensuring that spills on PCCA property are adequately cleaned up and obtains appropriate documentation of such efforts. Includes after hours’ spill callout on a rotating basis.
    • Assists with oversight, implementation and maintenance of Port’s ISO 14001 Environmental Management System, including development of essential procedures, document control, monitoring and measurement, and verifying and summarizing results. Responsible for maintaining appropriate documentation per the standard in Docuware
    • Responsible for facilitating and ensuring Stevedore and Freight Handler compliance with tariff requirements as it pertains to environmental compliance
    • Responsible for development, implementation, and annual reporting of Stevedore and Freight Handler environmental compliance through a scorecard system
    • Represents PCCA interests, coordinates and provides relevant documentation and records during inspections and audits by agency personnel
    • Assists with development of training programs for PCCA employees and conducting training for PCCA employees
    • Assists with the organization and maintenance of the PCCA’s environmental files, records, and reports, and with the PCCA’s GIS
    • Attends various environmental conferences, seminars, meetings and events as needed to present or represent the PCCA’s environmental compliance and stewardship efforts. Participates in designated environmental associations as directed to represent the PCCA’s interests
    • Assists with the implementation of the PCCA’s Environmental Policy throughout the PCCA
    • Adheres to all PCCA policies, promotes and adheres to the SEAPORT values, maintains good employee relations and encourages and fosters a helpful environment where teamwork prevails. Assists senior management and office staff where appropriate
    • CPR certified or the ability to become CPR certified within the first year of employment
    • Tier (1) status designation
    The preferred candidate for this position should be a detail-oriented and thorough individual with a focus on maintaining optimal integrity in support of the PCCA.  They must possess the following:
    • Bachelor’s Degree in environmental, petroleum, or chemical engineering or geological sciences with emphasis on environmental studies
    • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
    • Good driving record with valid driver’s license
    • Minimum of 10 years of experience in positions requiring proficiency with the analysis and application of environmental regulations including air, soil and groundwater remediation, storm water, waste, spill prevention and wastewater
    • Experience preparing and reviewing pre-dredge sampling and analysis plans, and associated reports
    • Experience performing soil and groundwater contamination assessments and remediation
    • Experience exercising good judgement, diplomacy and tact when completing assignments and dealing with people
    • A working knowledge of AutoCAD, Microsoft Access, Microsoft Word, Microsoft Excel, GIS application and common regional databases
    • Experience in writing and preparing reports; proficiency in word processing, data research, spreadsheets and database programs; or acceptable experience
    • Skilled in the application of environmental and technical concepts
    • Exceptional organizational and time management skills; detail oriented and creative
    • Ability to handle multiple tasks from inception to completion, work under deadlines, with ability to set priorities, take initiative and exercise sound independent judgment
    • Effective interpersonal, collaboration, and problem-solving skills
    • Professional, dynamic, energetic, positive outlook with “can-do” attitude, self-starter with the ability to maintain confidentiality, tact, and diplomacy
    • Ability to effectively speak with PCCA staff, stakeholders and public
    • Ability to prepare clear, concise reports, notes, correspondence and other written materials and to review, revise and edit materials
    • Ability to perform research, evaluate alternatives and provide recommendations
    • Proficiency in MS Office, including Word and Excel, Outlook and other related applications
    • Ability to operate standard office equipment and drive a lightweight highway vehicle to meetings and work-related events. A valid driver’s license required
    • Ability to understand, interpret and apply PCCA policies, SEAPORT values, state/federal laws
    • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
    • Ability to work in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment, including hard hat, steel toed footwear, eye and hearing protection when performing work functions
    • Communicating verbally, in writing and over devices such as phones and mobile phones
    • Ability to operate mechanical and electrical equipment and light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
